Public Notice: Proposed Changes for HCV Admin Plan
The GFHA has proposed changes to the Housing Choice Voucher Administrative Plan. This public notice commences 5/31/24 for 45 days ending on 7/15/24. More information can be found by clicking the link for "Public Notice - 2025" under the "About Us" tab.
Notification of selection is sent to the e-mail and US Mail addresses provided by the applicant at the time of application. If you believe you should have been selected but did not receive notification, please contact the GFHA at (701) 746-2545 or [email protected] for more information on how to proceed.
Tips to Speed Up the Eligibility Process:
Are you under 62 with a disability? You may be eligible for a Mainstream Voucher!
Mainstream Vouchers can be used in the same was as a housing choice voucher and the wait is significantly shorter. Be sure to indicate that you are disabled on your application so that GFHA staff know you should be selected for a Mainstream Voucher. Contact Crystal at [email protected], or (701) 746-2545 if you have questions.
For those in need of immediate housing assistance, we encourage you to apply for our affordable properties, or contact Crystal for more information on special voucher programs (Family Unification Program, Mainstream Vouchers, and VASH).

Tips to Speed Up the Eligibility Process:
- Utilize GFHA's online platform. Processing moves significantly faster if applicants are able to upload information rather than GFHA staff waiting for faxes, phone calls, or mailed documentation.
- Have required documents ready for all members of the household, especially social security cards and photo IDs. If applying with the local residency preference, ID will need to be issued by State of North Dakota or State of Minnesota with a Polk County address.
- Keep copies of your pay stubs and upload to your profile or turn in as soon as possible. Pay stubs can often be used as 3rd party verification of your income, avoiding a lengthy wait for information from your employer.
- Always update the GFHA regarding changes in your contact information. If you move regularly or have limited cell phone access, we strongly encourage use of an e-mail address that you can check regularly.
- Keep track of your password! GFHA's online platform is extremely efficient IF you remember your login information. If you need GFHA to reset your password, please call ahead of any appointments so that we can reset your password prior to your appointment. Password resets can be requested by calling (701) 746-2545 or sending an e-mail to [email protected].

Housing Choice Vouchers
Families using the Housing Choice Voucher Program have the freedom to choose their own apartment, move to another unit (in or beyond Grand Forks County), and have access to both the Family Self-Sufficiency Program, and the Housing Choice Voucher Home Ownership Program. The GFHA currently has 3 active Preferences for the Housing Choice Voucher waiting list, the Local Residency Preference, Transitional Housing Preference, and Long-Term Homeless (Chronically Homeless) Preference.
Apartments are inspected according to HUD regulations to ensure a safe, decent, and affordable living environment for all families. Participants in the Housing Choice Voucher program must meet our eligibility requirements, including income limits and the regulations set by HUD and the GFHA. The Housing Authority is authorized to issue 1,265 vouchers per month, including 20 dedicated to the Family Unification Program and 25 dedicated to Veterans through the VASH program. Applications are currently being accepted and can be found online or at our office.
The Housing Choice Voucher Home Ownership Program (HCVHO) is available to participants of the Housing Choice Voucher Program. If a family has been utilizing a voucher for at least one year, is in good standing with the Housing Authority, and is a first time homebuyer they are eligible to convert their rental assistance payment into a monthly mortgage payment. The program provides counseling, workshops, and pre-purchase preparation on top of offering the ability to build equity in your home rather than continuing to paying rent to a landlord.
For further eligibility information, review the GFHA Application for Housing Assistance, found on our Resources page.
